Football Insider reported that United have given permission to the midfielder to speak to Reading, but a fee is yet to be agreed.
A number of EFL clubs were interested in a move for the 20-year-old, including Wigan, Swansea, and Sheffield Wednesday.
Savage came through the youth ranks at United, following in the footsteps of his father Robbie Savage. He made his debut for the Red Devils as a second half substitute against Young Boys in the Champions League in December 2021.
Before he was named in the Premier League squad for a final day fixture against Crystal Palace in May 2022.
The midfielder spent the second half of last season on loan at Forest Green, where he played 15 times in League One, scoring once.
