West Ham made a $45 million offer to Ajax last week, but that fee falls short in the price that Ajax are looking to receive for the attacker.
The Hammers have already moved on to fresh targets, as they made an offer for Manchester City target Jeremy Doku over the weekend.
However, Kudus remains a key target for David Moyes this summer. The 23-year-old has already registered one goal and one assist in two matches in the Eredivisie this season.
