The deal will see Williams head to Ipswich on an initial loan deal, but there will be an option to buy the full-back at the end of the 2023-24 season.
Williams is among a number of names that are likely to leave the Theatre of Dreams before the transfer deadline in early September.
The 22-year-old has been at United since joining the youth set-up in 2008. He signed his first professional deal with the club in 2019, and made his debut for the Red Devils as a substitute in an EFL Cup tie with Rochdale in September 2019.
Williams signed a new four-year deal at the club in August 2020, but he was loaned out by the club just over 12 months later.
The full-back played 26 Premier League matches during the 2021-22 season for Norwich City, as the Canaries were relegated to the Championship.
